Kota Madison, menurut wartawan New York Times tadi, berhasil menjadi contoh kota unggul yang membuktikan kebenaran teori Richard Florida. Yang menjadi titik perubahan besar dari kota ini adalah dua hal, yaitu datangnya mahasiswa dari segala penjuru dunia untuk kuliah di Universitas Wisconsin sejak tahun 1970-an dan usaha seorang wali kota perempuan di awal tahun 2000-an untuk mengubah secara aggregate pusat kotanya (downtown) dari wilayah pertokoan menjadi wilayah kebudayaan. Secara kebetulan Madison adalah kota di mana saya menempuh sekolah selama 14 tahun sehingga perkembangan Madison dari sebuah kota pertanian menjadi sebuah kota budaya dapat saya ikuti dengan terperinci. Dengan biaya 100 jutaan dollar, wali kota ini mengembangkan fasilitas budaya di sekeliling Capitol Square (wilayah pemerintahan). Akhirnya, dari sebuah kota pertanian yang sunyi, Madison menjadi contoh keberhasilan kota budaya yang mampu mendorong pertumbuhan ekonomi dengan sangat pesat.

Yang diberikan tanggung jawab untuk menyulap wilayah ini adalah arsitek kelas dunia bernama Cecarpelli. Kota ini kemudian menjadi pilihan bagi Robert Redford untuk mendirikan bioskop Sundance yang pertama di seluruh Amerika. JazzDalam skala lebih besar, kota Toronto (3 jutaan penduduk) juga melakukan kebijaksanaan yang sama. Bioskop ini khusus hanya memutar film-film yang mengikuti Sundance Film Festival. Wali kota mereka yang sekarang memang memiliki semangat dan visi budaya yang kuat. Salah satu motivasinya tentu saja adalah untuk mendatangkan wisatawan dari segala penjuru dunia.

Selama empat tahun terakhir, saya menyaksikan Toronto tumbuh menjadi kota budaya yang luar biasa. Penghasilan mereka per tahun dalam sektor pariwisata memang dapat mencapai sekitar 14 miliar dollar. Di kota ini, usaha yang patut dipuji bukan hanya datang dari kebijaksanaan pemda, tetapi juga pihak swasta dan masyarakat. Pertumbuhan Toronto ini agaknya juga merangsang pertumbuhan kota-kota kecil di sekitarnya sehingga secara keseluruhan wilayah besar Toronto menjadi ajang kegiatan budaya yang sangat dinamik.

Salah satu usaha gemilang yang sempat saya ikuti dari dekat adalah bagaimana sebuah boom box yang bernama Jazz FM mampu membangkitkan minat seluruh masyarakat kota atas musik jazz. Dengan adanya fasilitas online, Jazz FM juga mendapat sumbangan dana dari para pendengar di luar Kanada. Jazz FM adalah boom box komunitas yang mendapatkan dana melulu dari hasil sumbangan para pendengar. Pada akhirnya penduduk Toronto dengan bangga menyebut kotanya sebagai “kota Jazz dunia”.

Seperti yang terjadi di Madison, dengan banyaknya pendatang dari Asia, Afrika, Kepulauan Karibia, dan Eropa (Barat dan Timur), ditambah lagi oleh kegiatan masyarakat aslinya (First Nations dan lain-lain), maka Toronto berubah menjadi sebuah kota budaya dunia. Di pihak lain, sumbangan masyarakat diaspora Toronto juga sangat besar. Kolase kehidupan budaya yang tampak di kota ini kaya sekali. Dengan modal itu, Toronto berambisi untuk menyaingi New York. Masyarakat diaspora di Toronto dan Madison ini sangat aktif menyelenggarakan festivities budaya yang berhubungan dengan negeri asal mereka.

Alat propagandaUntuk keperluan membangun kota-kota budaya di Indonesia, contoh yang saya ajukan di atas mungkin tidak terlalu dapat dijadikan rujukan. Pertanyaan yang muncul adalah bagaimana mungkin Indonesia dapat dibandingkan dengan Amerika dan Kanada? Konstelasi dan watak budaya kita di Indonesia sangat berbeda dengan kedua negara tadi. Hanya orang yang punya kemampuan visi dan semangat baja seperti Ali Sadikin saja agaknya yang mampu menyulap kota besar seperti Jakarta, misalnya, untuk menjadi pusat kebudayaan dunia seperti di Amerika Utara. Akan tetapi, bagaimana halnya dengan Singapura? Selama setahun terakhir menetap di negeri ini, saya melihat bahwa Singapura ternyata juga mempraktikkan penuh teori Richard Florida. Selama beberapa bulan terakhir ini Singapura semakin gencar mengguyur kotanya dengan segala kegiatan budaya yang didatangkan dari seluruh penjuru dunia.

Manifestasinya tampak semakin jelas dewasa ini. Beberapa tahun belakangan ini Singapura juga membangun fasilitas budaya yang sangat berkelas. Setiap kampus universitas di sana juga memiliki fasilitas budaya yang sangat memadai dan digunakan untuk kegiatan kesenian yang profesional. Kegiatan seni budaya di kota ini tidak hanya tampak di Esplanade, pusat kesenian Singapura. Setelah mengunjungi kegiatan-kegiatan budaya ini, saya dapat melihat bahwa Singapura saat ini memang sudah menjadi kota far-reaching yang sangat potensial di masa depan. Saya sendiri melihat justru di sini kejelian rezim Goh Chok Tong yang merancang strategi tersebut. Sebagian seniman di Singapura sendiri bersikap kritis terhadap strategi pemerintahnya dalam bidang kebudayaan karena mereka mencium kuatnya motivasi ekonomis di balik semua itu.

Dengan wilayah yang sangat kecil dan tidak adanya sumber daya alam, sumber perekonomian masyarakat dan pemerintahan memang harus datang dari segala sisi, tidak terkecuali seni budaya. Dari kacamata pihak luar (terutama kacamata para sarjana kesenian di Barat), Pemerintah Indonesia selama ini dianggap hanya memperlakukan kebudayaan sebagai alat rumours, baik politik maupun pariwisata, dan mengekangnya bila dianggap mengancam kelanggengan sebuah rezim. Dibandingkan dengan Indonesia, selama ini negara kita hanya menunjukkan sikap bangga memiliki kekayaan budaya yang luar biasa atau sikap agresif jika merasa kebudayaan tersebut “dicuri” negara lain. Kenyataan lainnya yang lebih menyedihkan adalah kehidupan kesenian di daerah-daerah mengalami erosi yang serius.

Dari pengalaman mengamati perkembangan kehidupan budaya di negara-negara seperti Amerika, Kanada, dan beberapa negara Asia selama ini, yang menjadi salah satu kata kunci di sini adalah adanya sebuah strategi kebudayaan nasional yang mampu memosisikan produksi budaya Indonesia dalam konteks dinamika pasar kebudayaan di tingkat far-reaching. Saya membayangkan dalam waktu beberapa tahun ke depan ketika negara-negara di Asia Tenggara, seperti Singapura, Thailand, dan Malaysia, berkembang menjadi pasar baru kebudayaan dunia yang menguntungkan seluruh lapisan masyarakatnya, Indonesia akan menjadi negeri yang sangat tandus dalam bidang kebudayaan. Di dalam strategi ini harus ada unsur pemberdayaan terhadap semua pihak yang terlibat dalam proses produksi budaya ini. Dan yang lebih penting lagi adalah adanya sebuah sistem dan kemampuan manajerial untuk menjalankan strategi tersebut secara mantap dan kompak di tingkat nasional.
